Content enabled for refresh but wont change from 'source not ready' status

Summary:

When new SCORM file is uploaded to Learning> Content, usually when the 'enable refresh' button is selected, the status would change to 'enabled - source ready' within a few seconds.

But now, it stays in status 'Enabled - Source not ready' and wont updated.

I assume that if there are errors, it will change back to 'Disabled'.

I have ran the job 'Reconcile Rich Media Post Enrivornment Refresh' but still no changes.
