With delegation of Expense Creation access Can the expense be created from ADFdi or mobile expense?

Summary:

When Person A is delegating his / her Expense Creation Access to Person B, Can Person B create expenses on behalf of A either from ADFdi upload or Mobile Expenses app ?

If yes, how to enable that feature or how can I see Person A expense item in Person B's login ?
