User not able to create PO

Summary:

While Submitting a PO, the user is getting error as "The buyer isn't valid. Verify that the buyer is an active user, is an active procurement agent, matches the name format used in the Oracle Human Capital Management Cloud, and is allowed to manage purchasing documents for the procurement business unit."

User is Employee and all Roles are given (Buyer, Procurement Manager, Preparer and Requester) with data access.

User is also added in "Manage Procurement Agent".

While Creating User we have assigned "Resource Role" As "Sales Manager".
