How can I upload Behaviors via Content Item Relationship?

Hello

I am trying to upload it with the following HDL template, but the error says that Bellow ContentTypeId attribute "ContextName" is invalid. Does anyone know if this HDL is correct?

You need to enter a valid value for the ContentTypeId attribute. The current values are COMPETENCY_300000288389107.
