Not Exists Data of Categories in Web Reports

Summary:

We have a Dynamic Replenishment Area with Order Based. The material is transfer to this area with qty over of necessary (Full LPN Replenishment)

I need to build a WebReports to identify inventory that don't exists in a Orders with status is Created. This way, we can transfer this material get off this area will be used for materials will be necessary for the next orders.

My issues is What can I do to check data of categories inventory that not exists in data of categories Order_Details?
