How to reassign a completed course for rehires using learning initiative

When a pending worker is about to start their employment, they currently receive a course to complete prior to the start of their employment assignment and this course is auto assigned using a learning initiative. The learning initiative currently looks at who is an active pending worker as the criteria.

One of the business requirements is for all rehires who return to the organization to re-complete, or re-take, the course, even if they have completed the course in their prior assignment, unless they have previously completed the course within the current calendar year. What we noticed is that the learning initiative, although the users are still in scope and part of the target audience as they are now again an active pending worker and completed the course last year, the same course is not re-assigned in their learning assignment.
