Can ERP Self-Service user approve project budgets without having Project Manager or Administrator role?

We have a requirement where project budget approval goes through big list of approvers. These users are required only for approvals. Hence exploring ERP Self Service option instead of having them full access to Oracle Fusion.
- Using Self-Service, can we have these users do the approvals through email notifications?
- Yes, these will be defined as usersBut we understand we don't need to grant them all Project Manager or Administrator roles
- Any specific ERP Self-Service roles, we should provide so as to enable these users to approve project budgets directly from email?
