CPQ Commerce prices, How can I ensure that the price entered is the final price for the quote?

In the commerce process, the sales user is responsible for entering the list price for items. We made the price attribute editable, but when the quote is saved, the entered price gets overridden by the part price or becomes zero if there is no price for the part.

How can I ensure that the price entered is the final price for the quote?
