EPM Cloud | User setup in IDCS, user availability in application access control?

Summary:

Once I have created the user in IDCS and assigned the user to required POD, how much time system will take to populate the newly created user in the access control to provide application-level access.

I am also curious to understand, how does these systems talk each other in the back end. if possible, can you provide architecture layer info
