Multiple levels of Reviewers in Approval Units

Summary:

We have a requirement to implement three levels of reviewers in the approval management process. User1 will load the data and promote it. Then, User2 reviews the numbers, can make changes, and promotes them. Once promoted, the region users will no longer be able to make any changes. Finally, User3 can make changes if required and then lock the data.

I added the three users in the Reviewer section: User1 reviews and promotes. However, after promotion, User1 should not be able to take any further action on the approval unit. When I checked, User1 was still able to see all the options. The same issue applies to the other users. Is there a way to restrict the actions available to the reviewers once they have completed their assigned tasks?
