Duplicate Person Check does not work for Contingent Workers missing DOB

We are running into many issues with duplicate records being created because the Duplicate Person Check does not consider records with blank DOB. We have several contingent workers (contractors) that we do not require DOB or NID. When they are later hired as an employee with a DOB, the system does not recognize or suggest any match. What I am wondering is how are other organizations handling this situation? Are there any ways to customize how the matching is done? Would love to hear any ideas or suggestions to how we can improve this process.
