Synchronize Grade Step Process not displaying all the parameters except one user

Summary:

Hi all,

When we try run the "Synchronize Grade Step" Process , we found that except one user , the parameters are not listing out for other users who have all the roles including "Application Implementation Admin".

Unable to find out what kind of setup is enabled on this job for that user.

Can anyone help to identify this?
