How to schedule an agent to run only if new / upcoming terminations are entered

Hello, I'm working on a push report for our security operations team who wants to be notified of upcoming terminations entered into the system. Unsure how to prompt the agent to run when new terms are entered vs. scheduling it on a regular cadence and them potentially getting the same list of terms each day.

I have the report filtered on the back-end to only show terms between the current date and current date +21 to look 3 weeks out. How do I set-up an Agent to run only when new terminations are entered? I thought I would be able to use a condition for this within the Agent set-up, but I'm unable to figure it out.
