How to install a language pack?

We need help with the procedure to install a language pack on Oracle Fusion Applications

We are trying to install the swedish language pack for Oracle Fusion Applications but the manage languages task on setup and maintenance is read only.

I found this documentation page from Oracle directing us to open a service request for the installation: https://docs.oracle.com/en/cloud/saas/applications-common/24a/facia/language-packs-on-your-application.html

But, on the service request Oracle support ask us to open a question on CCC.
