Learners' Comments vs. Communities: What's the difference?

Learners can post comments to courses and offerings and receive replies to their comments which is more like a community discussion. Based on your experience using both functionalities I wonder:
- What is the significant value of using comments functionality (to courses and offerings) compared to the different types of communities?
- Do you use both courses comments and offering comments or just one of them fits the need?
