Can we manually run pick release and then use REST API for ship confirm using feed from 3PL

We have requirement to first pick release in Oracle and then drop these lines through OIC to 3PL Warehouse using custom integration process. 3PL Warehouse will send us Ship Confirm Data using which we want to use REST API to complete Ship Confirm. Is this possible.

The idea is to show Picked status on the order lines when order lines are pick release and give more control to users. They also some times want to drop selective orders.
