HOW TO SECURE FROM UNAUTHORIZED EDITING OR DELETION OF WORKFORCE STRUCTURES DEPARTMENT TREE?

I have this problem and I still new with the creation of Department Tree. There was an incident that the data entered in the Department Tree was intentionally deleted. And the client wants to locked or secure it from deletion or editing from unauthorized user. How can i do it? And how to trace the user who deleted? Anyone please?
