Don't send requisition reassignment notification to Approver

Summary:

Currently, the Approver of a purchase requisition receives an email notification every time a requisition is reassigned. This is confusing and a hassle for them because they mistake them for approval notifications.

Is there a way to configure it so that NO notification is sent to Approvers on reassignment of a purchase requisition?
