FCCS On-Demand rule not working

Summary:

We have written FCCS On-Demand rule its running quite a long time but not resulting.

Content (required):

This rule as expected to run less than 1 minute. However, in DR POD this rule takes forever to run.

We tried to rewrite the rule several ways, with no success. I have used @CREATEBLOCK not sure its block creation issue.

I am not too sure what to investigate.
