Primary HR Contact for Reporting Purposes

Summary:

We currently have multiple HR Specialists that can be assigned to a department via an Area of Responsibility. We have a need to report the primary HR point of contact on some of our reports. Today we often get multiple records due to multiple HR Specialists being assigned. I am curious if other organizations have a similar structure and how they are identifying the primary HR Contact for a department.
