Funds Check or Reservation failed on requisition(PR) while canceling it

Summary:

We tried canceling a requisition to release the funds back to the budget. The Requisition Line and header statuses changed to canceled but the fund status changed to "Funds Check or Reservation failed" which doesn't released the funds back to budget. When we checked the cause of failure it is showing "Budgetary control validation can't be performed, as the control budget is not available for use. Contact the budget manager to prepare the control budget for use." So, we checked the budgetary control but we found out there is no issue in budgetary control and its in use and working
