additional personal info redwood page TDS rules imported into one single Business rule

TDS transaction Desing studio rules imported to additional personal info redwood page (using Redwood Helper tool(24C)) but all TDS rules are imported into one single business rule in VBCS. any idea why its imported all TDS rules in one business rule .i'm attaching the json files
