Personalization lost in target instance once we perform new changes using a new workspace in VBS.

Summary:

We have done personalization on lower instance and migrated them to our target instance. Now we want to do some more personalization in our target instance over and above our existing personalization.

We created a new workspace in which our existing personalization were visible, and we did some other personalization and published it. Our existing personalization were not reflecting, and default rule was visible in Redwood.

Is this standard system behavior? What do we need to do for personalization only on our target instance?
