Hosted Empolyee usage versus hosted named users

We have a subscription for B85800 HCM Base Cloud - Hosted Employee and we have a subscription for B75365 Time and Labor for Projects - Hosted Named Users.

Oracle confirmed we could have a different subscribed quantity for B75365 (current situation Time & Labor has a higer subscription) then we have for B85800. Only now we have over usage for HCM base cloud as we need to register more employees to be able to register time. Within B85800 I saw it is possible to reduce the usage by using a Non Worker person type as 'Not Managed by HR', only when using this type it is not possible to register hours. Because Oracle confirmed the possible difference in subscriptions in the 2 we should be able to manage
