Enable Rate factor memory processing in OTM SaaS

Summary:

Before the new property change, when the rate factors used to get processed the accessorial costs were getting created which were visible to Planner and Operations team. It was easy way to audit the cost, and the calculations done in OTM using Rate factor.

But with Enable Rate factor memory processing, the accessorial cost is not published and OTM directly calculates Fuel cost.

The Ops team is asking to have the ability to see how Fuel is calculated or is there easy way to check the cost calculations like previously. This is utilized not only when creating Rate Factor Rules, but also solutioning/problem solving for Operations.
