Redwood: what is the privilege to convert a pending worker?

Hi all,
we have activated the redwood for the core hr module and we would like to know what is the privilege to enable the action convert to pending worker. We already have the privilege "Hire Pending Worker" but the action does not whiten. We also tried to insert the role "Pending Worker Addition and Hire" but after the addition the action "Edit pending worker" is also enabled. We would only like the action convert enabled. Is it possible?
