errors while trying to upload bulk performance goals

I am facing errors while trying to import bulk performance goals using HFL. error is "

Vous ne pouvez pas indiquer plusieurs lignes de données pour le même enregistrement dans le même fichier car le composant Goal n'est pas à date d'effet.

the goal.dat structure I'm using is
