Unable to "Create Baseline" on manage budget versions screen in Grant Management

This problem is only happening on one award, but we are unable to create a baseline on the manage budget versions screen, it is allowing the option to be selected from the drop down menu on the right, the version is then going into a locked status whilst it tries to process it, but then it reverts back to the current working version.

I think this is causing errors when raising requisitions because it is coming back with an error saying "The project is enabled for budgetary control but there is no control budget. Create a control budget by setting the budget to baseline and validate the transaction.'."
