Is it possible add a Training Provider with the same details as a training provider inactive?

Hi all

Is it possible create a Training Provider with the same name and description as a training provider with an inactive status?

Right now I can't do it so compare the errore "We couldn't add the training supplier". Could you share more information about the standard behaviors?
