Is there a RestAPI to fetch details from Absence Plan Details

We use Oracle only for recording absences and the balances/adjustments happen on a fortnightly basis through RestAPI from the Third Party Payroll application. Similarly, we use RestAPI to send the absence recordings from Oracle to the Payroll application on a daily basis. The challenge we are seeing is with one absence type where the balances are maintained in Days (Absence Plan UoM) and since employees should be able to apply for leave for less than a day or any number of hours, we have the absence type UoM as Hours (we use elapsed work schedules).
