For reporting on Web Clock activity, is there a way to join HWM_TM_EVENTS to HWM_TM_REC?

I am looking for the link between HWM_TM_EVENTS and HWM_TM_REC. Developing a data model for reporting on web clock punches and would like to include the calculated measure from HWM_TM_REC to include with the corresponding out punch. I tried looking at hwm_xfr_trans but this does not seem to give any information to tie back to the source time event. HWM_TM_REC has ACTIVITY_IN_ID and ACTIVITY_OUT_ID. I would think those would tie back to some source transaction but that does not seem to be the case.
