Transfer Order Expense Return to Receiving Event class

When creating a new accounting method, we noticed that the Receiving module has a new event that is incomplete. 

Should the Rules set be activated?

When the one Rules set is incomplete? Can the accounting method still be activated?

Or should it only be activated when such activities are required?
