(23A) Skill Advisor for Learning feature not working in our development pod

We are experiencing an issue where we are unable to see the skill recommendations from system when we navigate to the Learning > Course > General Info > Skills and Qualifications > Manage as a learning administrator to set the skill as a learning outcome for the subscriber.

System is not picking up the AI recommendations to suggest skills in the banner in our pod :

When we checked with another pod we were able to see the same working as expected:

We are in 24C now in both the pods, can someone guide how can we enable to this. We do have AI Dynamic Skills configured in both the pods.
