How to setup budgetory control for fixed assets in oracle fusion

We want to establish budgetary control for fixed assets. However, since we use an asset clearing account when creating purchase requisitions (PR) and purchase orders (PO), this account will be credited once the asset is created, resulting in the budget balance being restored. I’d like to understand the best practices for implementing budgetary control for fixed assets in Oracle Fusion.
