Associate Business unit with legal employer is not working as expected

Hi Team

For one of our clients, we have 4 ledgers each with one legal employer and associated business unit. We have enabled "Associate business unit with legal employer" and associated business unit in "Manage Legal Entity HCM Information" but still we are seeing all business units in employee information - assignments while hiring an employee. Can anyone direct me to the right direction on what we are missing.
