Control Learner Reattempts on SCORM and HACP Content Items

Summary:

In 24C it was introduced that we can Control Learner Reattempts on SCORM and HACP Content Items. Which is great. However, after the learner has reached the limited attempts, how do we stop them from being able to "View Content"?

Content (please ensure you mask any confidential information):

We are testing a course that will only allow 2 attempts and the second attempt the learner has to wait an hour before they will be able to attempt it again. That is working smoothly. However, when the learner fails the 2nd attempt, it still allows them to "View Content" and we do not want them to be able to. In essence, the content should be "locked".
