Document Records - How to restrict Employee access for documents uploaded by HR

Summary:

Hello Experts,

We created a Document Type that got included to Document Type security profile for HR Manage only.

Our custom Employee role has Document Type Security Profile [Employee Manage].

The Document Type was not included in [Employee Manage] profile but Employee can still manage the document.

Please see attached and if you can advise what we're missing/need setting up.
