Different warehouse Roles for two different organizations

Assume that we have Two Inventory organization Org 1 and Org 2

We need for certain users to have Warehouse manager Role for Org 1 and Cutom Warehouse manager Role for Org 2 without receive expected shipment action.

We tried to assign Each role with Data access with respective Orgs

WHM Full Role - - - - Org 1

WHM Custome Role No receiving - - - - Org 2

But Still user can receive in Both organization
