Where is Budget Revision in EPBCS?

We are using EPBCS version 24.10.60

When we tried to follow these steps in Oracle documents docs, we could not found where to enable Budget Revision like the docs mentioned:

So my question is:

Where and how can we enable the Budget Revision feature?
