How to receive the Welcome email (user account created) in the translated language?

Summary:

Hi all,

We've noticed that our pending workers receive the email informing them that their Oracle account has been created in English instead of French.
A translation has been added to the template, which can be managed from Manage via Security console > User categories > Defaults > ORA New Account Template.

However, as long as the user is not logged into the tool and selects their default language, i.e. French, it will automatically be set to English and not French. Although it is also possible to change this default language for the pending worker as administrator via the profiles option, as this notification is instantaneous and sent directly after account creation, we don't have a workaround in that case.
