Restart Count Sequence at "1" on an existing Cycle Count?

Summary:

Can the Starting Count Sequence be set back to 1 on an existing Cycle Count and how does that impact what is presented to count? We are trying to set up accurate, automated/scheduled cycle count processes which will also meet our required financial guidelines to eliminate, or at least minimize, the need for physical inventories. This will only be useful if it doesn't create a substantial increase in human resource requirements to maintain, perform the actual counts, and actually eliminates/minimizes physical inventories.

Since we are a healthcare system with a wide range of facility sizes our finance department wants us to use the historical usage value ABC classification to appropriately capture the items to count. Unfortunately, the current Oracle Inventory Management functionality does not lend itself to automate/schedule this in such a way to accommodate the volume, fluidity, and variety per facility of active items. All of the other Oracle healthcare organizations we have contacted are either using a different/3rd party means of cycle counting, or not using the Oracle Inventory Management functionality as designed.
