Creating holiday entry in to a time card

Summary: In OTL, initially there was 21st AUG 2024 created as holiday for PH however later this needs to be changed and the change was made on 30th AUG in OTL however by the time few of the employees have created their time cards and need to update time card, to delete 21st AUG as holiday and add an entry to create holiday on 23rd AUG
