Suggested workarounds to apply budget control according to the number of line managers' reports

Hello experts,
our customer wants to allow overbudgeting control to managers with more than 5 reports, while the overbudgeting check shouldn't be applied to line managers with a number of reports less or equal to 5. Do you have any workarounds to propose to accomplish this requirement?
In other words, line managers with less than 5 reports can exceed the available budget while those with more than 5 reports (direct+indirect reports) should be blocked in case of overbudgeting.
