How to prevent system from creating withdrawn learning assignment duplicate row

We've configured the following learning initiative to assign a course for all pending workers, including rehires:

The goal is for all new hires who are pending workers to have the course automatically allocated, and to re-assign the same course if they area returning pending worker and have previously completed the course within the calendar year. This learning initiative is using an OTBI criteria to filter only on active pending workers from worker assignment real time subject area.

What we noticed is that when a pending worker completes the course, a new course is automatically assigned right after, and the the status showing as No Active Offering:
