Ability to view audit trail for rule set

Summary:

Client has a requirement to have an audit trail or a report which will display all the changes that has been done on a Matching rule for a particular Match process of a Match type. The current OOB report available shows the list of the Matching Rules available but does not show any trail of changes.
For Example if someone goes and change the filter condition for a existing rule, the audit report should display the user id and the changes that he/she has done on the Matching Rule.
