How to create configuration flow layout using API or bulk data upload?

Summary:

We have a use case where we need to dynamically generate multiple models, product family attributes and model config flow layout using either REST API calls or through Bulk data upload. We basically need to replicate what the Product workbench does for generating a model configuration. We couldnt find any solution in Oracle CPQ help. Is there any approach for the same?
