Looking for creating a SAW (Shipment as Work ) by using values from Order Release

I am trying to create a SAW shipment from order release . I am doing this to get the spot rate for the shipment before we actually plan the order. The reason is get the spot rates before the shipment is actually created .

To achieve this i am trying to create a SAW shipment from order release and tender the SAW shipment to get the cost from carrier.

No i facing issue while i create SAW shipment from order release , i want to do that by loop back event by calling a external system and creating call to create a shipment with actual shipment interface. I am not able to read the order release data when doing the XSLT transformation.
