"Request Subsequent Participant to take Action" in Approval -request more information

Supplier Registration Approval -Request More information:

Once user clicks on Request More Information menu item from the Actions menu in the Supplier Registration Approval screen - a window pops up for the suer to populate participates and comments and Return Options.

In the Return options, there is one option is " Request Subsequent Participant to take Action " — what does this mean ? Can anyone put some light on this please ( Screen shot attached )
