create po with POETAF info without AF for project with funding pattern

Hi There,

We have use project flexfields at PO distribution line. We can successfully create PO when all POETAF (project, org, exp org, task, award, funding source) is determine.

We have situation where project provided in PO (it is a part of GL CoA segment) can be associated with multiple awards but, with funding patterns. This is unique situation where PO needs to be created only with POET info. AF components will be added after running "Distribute Project Cost" process. It can be done with 2 steps from front end,

  1. Create PO with all header, line, schedule, distribution info and with POET information. PO is created with incomplete status.
