Unable to close free-tier tenancy

I am trying to close my tenancy (and subsequently cloud account) for a free-tier account I currently have because your authorization refuses to accept my payment methods to upgrade the account (despite them working while attempting to create a second account). When I follow the documentation to close the tenancy, I find that the "Request tenancy deletion" button is greyed out (as indicated in the screen capture attached.
Specifically, the info on the greyed out button states that "This service is not available while the tenancy is not in an active state" despite the system clearly indicating the tenancy is active (indicated both green and with text "ACTIVE" at left in the screen capture).
